WECF in Cancun: Intervention 7 December 2010, AWG-KP contact group on stocktaking

Thank you Mr. Chair, Distinguished delegates,
My name is Sabine Bock from Women in Europe for a Common Future and I speak on behalf of the Women and Gender Constituency.

We all know what is at stake at these negotiations and therefore we urge you to commit:

  • to concrete legislative and administrative steps nationally in order to demonstrate the willingness to lead internationally.
  • to take on legally-binding emission reduction targets, which match scientific findings
  • To solve the surplus AAUs here to ensure environmental integrity in the Kyoto Protocol.
  • to put in place long-term national action plans for rapidly developing a zero carbon economy.
  • to define forests in such a way that the value of forest biodiversity is reflected and to set reference levels in such a way that they lead to real emission reductions.
  • to keep high-risk, polluting industries as nuclear energy and CCS out of the flexible mechanisms.

We remind you that according to the Marrakesh Accords, the inclusion of a new project type into the CDM must demonstrate that it is safe and environmentally sound. Carbon Capture and Storage is neither of these. There are many outstanding issues including site selection, long term effects of CO2 stored underground, monitoring and possibility of leakage. CO2 storage needs to be secured for hundreds and thousands of years while CDM projects have a maximum length of 21 years.

Therefore, allowing CCS in the CDM runs the risk of creating profits for the project participants while dumping long-term liability on the CDM host-countries. Are Parties interested in bringing CCS into the CDM because pumping CO2 into the ground is the best way to accomplish enhanced oil recovery? This clearly would undermine the environmental integrity of the Protocol, as perverse incentives would be created for continuing our polluting oil habit.  Therefore CCS clearly has no place in CDM. Put instead the focus on mitigation actions such as decentralized, sustainable household and community level activities, which show environmental integrity and sustainable development, leading to a zero/low carbon development, contributing to the elimination of poverty, decent job creation, benefiting women and men and the planet.
