The work is a follow up of the publication of the document “No One Left Behind”, the mandate of the expert group is to develop and test a tool – a score card - that could be used by government and stakeholders to establish a baseline, track progress, and prompt discussions on further actions to be taken in order to achieve equitable access to water and sanitation. WECF was invited to contribute with its expertise.
The score card draft framework identifies 20 targets which are grouped under four headings, following the structure of the “No One Left Behind” document: sector governance, geographical disparities in access, access by vulnerable and marginalized groups, affordability issues. The definitions and targets were discussed among the experts and further developed especially in terms of measurability. The meeting was facilitated by Francesca Bernardini of the UNECE secretariat for the Protocol on Water and Health.
Piloting of the score card will be carried out in the Paris region, Portugal and Ukraine until Spring 2013. Results of the three pilots will be presented and discussed in the second meeting of the expert group in May 2013.
