Since April 2012 European citizens can put an issue on the European political agenda by means of a European Citizens Initiative (ECI), which involves collecting one million signatures. Worldwide more than 3000 children daily die due to lack of safe water, sanitation and hygiene. In the European region still 11.500 children yearly die due to lack safe water, sanitation and hygiene.

The United Nations have recognised the universal human right to safe water and safe sanitation, but still many people do not enjoy this right. This right must be implemented within the European Union. As of April 2012 European citizens can put an issue on the European political agenda by means of an European Citizens Initiative (ECI), which involves collecting one million signatures from at least seven different EU Member States.

The first ECI "Water and sanitation are a human right! Water is a public good, not a commoditiy" is initiated by by the European public services unions (EPSU) and supported by WECF.

With this initiative we invite the European Commission to propose legislation implementing the human right to water and sanitation as recognised by the United Nations, and promoting the provision of water and sanitation as essential public services for all. The EU legislation should require governments to ensure and to provide all citizens with sufficient and clean drinking water and sanitation. We urge that:

The EU institutions and Member States be obliged to ensure that all inhabitants enjoy the right to water and sanitation.
Water supply and management of water resources not be subject to ‘internal market rules’ and that water services are excluded from liberalisation.
The EU increases its efforts to achieve universal access to water and sanitation.
One million signatures have to be collected before the middle of July 2013. All EU citizens can get involved in the ECI by signing and promoting the initiative and by collecting signatures on paper.
