From March 10-12 2015, a start-up meeting for CLEEN, the new energy project within the WECF network, was held in Munich, Germany. Fifteen representatives of CLEEN project partners, including WECF colleagues, came together to develop a working plan.

The meeting was attended by about fifteen people, including representatives of the partners Gutta-Club (Moldova), Community Development Centre of Akhatsikhe (Georgia), Ecoclub (Ukraine) and WECF colleagues from the offices in the Netherlands, Georgia and Germany.

The participants finalized the work packages in different working groups, with the aim to (1) get a deep and common understanding of CLEEN, (2) get to know all partners in person, (3) develop a good working plan, and (4) to build up a good and efficient team.

The working plan has been framed with the main parts: selection of sub-grantees, development of modules and trainings, reporting, administration, overall project management and communication.

The working atmosphere was very positive and constructive. All partners already have extensive experience in empowering the civil society and in energy efficiency and energy saving in particular.

The Project

CLEEN (Civil society Local Energy Efficiency Network) is a 3-year EU project with the geographical focus of Republic of Armenia, Georgia, Republic of Moldova and Ukraine. The overall objective of the project is to build a sectorial regional partnership of Civil Society Organizations (CSOs) in the four countries to strengthen CSO capacities for (1) monitoring of local policies and budgets, (2) cooperation with local authorities and stakeholders, (3) policy dialogues, and (4) awareness raising on energy policies. The focus is on energy efficiency and cost savings, and increased accountability of local and national authorities on this issue.

Next steps

After three days, all participants have a good understanding of the whole project design, individual responsibilities and the time frame. The next steps are clear: regular communication via mail and online meetings, starting the selection process of sub-grantees and developing the training modules, which will take place from July to November 2015 for the selected thirty sub-grantees in the four countries.
