With a series of events, WECF raises awareness before, during and after this year’s UN conference on climate change (COP 23). We will, together with our partners of the Women & Gender Constituency (WGC), a network with official observer status which can participate in the negotiations, through advocacy and campaigning demand the full realisation of women’s rights and gender equality within all UNFCCC processes.
WECF will be involved in a number of high-level events and summits, debating with policy-makers and national and international actors involved in climate policy. WECF’s Executive Director Sascha Gabizon a.o. will be present in Bonn to discuss the importance of taking action. Political momentum to combat climate change has grown remarkably since 195 member states adopted the Paris Agreement in 2015. Action before the year 2020 is a prerequisite for reaching the long-term goals of the Paris Agreement.
Our demands
Together with the WGC and its members, we have made some key demands for gender equality at COP23, key recommendations for the Gender Action Plan and a communications plan.
One of the most important expected outcomes of these negotiations is to finalise the Gender Action Plan(GAP). We are, together with our WGC partners, demanding a robust GAP that moves beyond genderwashing. 2016 was one of the deadliest years for women fighting on the frontline for their human rights and environmental justice. This campaign will show what real wonder women look like, honour freedom fighters and raise awareness of the work left to do to ensure their safety.

We are again hosting the WGC booth, which you can find in the Bonn Zone. Come along and learn about the intersections of gender equality, women’s human rights, and climate change. Have a browse at our educative posters (in English and French) or come by for a great ecofeminist chat! This is the perfect opportunity for you to talk directly to the WGC members about the work they do on policy level and on the ground (when they are not at the negotiations).

Explanations
APA – Ad Hoc Working Group on the Paris Agreement (APA) was established by the same decision to prepare for the entry into force of the Paris Agreement. Read more here: http://unfccc.int/bodies/apa/body/9399.php
COP – The Conference of Parties (COP) is the supreme decision-making body of the Convention. All States that are Parties to the Convention are represented at the COP, at which they review the implementation of the Convention and any other legal instruments that the COP adopts and take decisions necessary to promote the effective implementation of the Convention, including institutional and administrative arrangements. COP23 is the 23nd time the COP is convening. It is held in Bonn, it is hosted by the Fiji Presidency. Read more here: http://unfccc.int/bodies/body/6383.php
COP23 Bula Zone – the general public does not have access to this area, as it is only open for negotiating parties and observers. WECF as a co-facilitator of WGC, has access to the Bula Zone as an official civil society observer and can therefore attend those negotiations and ministerial meetings.
COP23 Bonn Zone – is the area open for the general public, and is the exhibition and side event part of the COP negotiations. Here organisations get there opportunity to showcase their work (at their booths and during side events) and the general public get to interact and network civil society organisations and decision-makers. You need a Bonn Zone badge to enter this area.
Gender Action Plan (GAP) - The Conference of Parties (COP) in its decision 21/CP.22, decides to continue and enhance the Lima work programme on gender, with a review of the work programme set for the twenty-fifth session of the COP (November 2019). The decision also requests the Subsidiary Body for Implmentation (SBI) to develop a gender action plan ‘in order to support the implementation of gender-related decisions and mandates under the UNFCCC process’. Further, it requests the secretariat to convene an in-session workshop during the forty-sixth session of the subsidiary bodies (SBI 46) to develop possible elements of the gender action plan and invites views on the in-session workshop by interested Parties2 and observers and other stakeholders by 25 January 2017. Finally, in decision 21/CP.22, the COP invites Parties, members of constituted bodies, United Nations organizations, observers and other stakeholders to consult through meetings, prior to SBI 46, in order to provide inputs to the formulation of the gender action plan. The secretariat is aware of one such meeting, the report of which has been published as a submission to the workshop. Intervention – is the opportunity where the civil society gets to intervene and add their recommendations during negotiations. Interventions are delivered by constituencies, meaning they are a collaborate effort written by loads of different civil society organisations (CSOs). WECF co-facilitates the Women & Gender Constituency which specifically looks at intersectionality, women's human rights, gender equality and climate change. Interventions are not always guaranteed to be heard; but CSOs can still influence their decision-makers by sending their recommendations to the UNFCCC secretariat who puts it on their website. It is up to negotiators/decision-makers to read the interventions, so it is not always guaranteed that the recommendations are taken into account.
Paris Agreement – The Paris Agreement is an agreement within the framework of the UNFCCC dealing with greenhouse gases emissions mitigation, adaptation and finance, and will be entered into force year 2020. Read more here: http://unfccc.int/paris_agreement/items/9485.php
SBSTA – The SBSTA is one of two permanent subsidiary bodies to the Convention established by the COP/CMP. It supports the work of the COP and the CMP through the provision of timely information and advice on scientific and technological matters as they relate to the Convention or its Kyoto Protocol. Key areas of work for the SBSTA are the impacts, vulnerability and adaptation to climate change; emissions from deforestation and forest degradation in developing countries; promoting the development and transfer of environmentally-sound technologies; and conducting technical work to improve the guidelines for preparing and reviewing greenhouse gas emission inventories from Annex I Parties. The SBSTA carries out methodological work under the Convention and the Kyoto Protocol, and promotes collaboration in the field of research and systematic observation of the climate system. SBI – The SBI is one of two permanent subsidiary bodies to the Convention established by the COP/CMP. It supports the work of the COP and the CMP through the assessment and review of the effective implementation of the Convention and its Kyoto Protocol. The SBI also advises the COP on budgetary and administrative matters. In 2013, the SBI had the challenging task of managing the shift in focus towards the MRV issues with the launch of the international assessment and review (IAR) and international consultations and analysis (ICA) in 2014, and work on nationally appropriate mitigation actions (NAMAs). Loss and damage and adaptation finance is another area where progress was made under the SBI by reaching an agreement on a loss and damage mechanism and pledging funds in the range of US$ 100 million to the adaptation fund.
