This regulation establishes an integrated pollutant release and transfer register at Community level the so-called European PRTR. The register will be a publicly accessible electronic database which will improve the possibilities of public participation in environmental decision-making processes.
The regulation is the implementation of the European Community’s commitment which the EC entered by signing the UNECE Protocol on Pollutant Release and Transfer Registers on 21 May 2003. The Protocol was adopted at the meeting of the parties to the Aarhus Convention in Kiev and was signed by 37 states (ratification see news from 14 February 2006).
The European PRTR builds on the same principles as the European Pollutant Emission Register (EPER) which was established in 2000. But the European PRTR goes beyond the EPER by including reporting on more pollutants, more activities, releases to land, releases from diffuse sources and off-site transfers.
