Dear Colleagues,

Please find herewith the draft decisions for discussion during the Governing Council as per the items 4, 5, 6, 7 and 8 of the provisional agenda.

The draft decisions presented to the CPR are into two parts. The draft decisions derived from the report of the Executive Director:

Implementation of decision SS.VII/1 on international environmental governance
Updated water policy and strategy of the United Nations Environment Programme
Proposed biennial programme and support budget for 2008-20090
Amendment to the instrument for the establishment of the restructured Global Environment Facility
Management of the trust funds and earmarked contributions
The world environmental situation

The draft decisions submitted by Member States:

Municipal solid waste treatment [submitted by Morocco on 3 October 2006
South-South cooperation in achieving sustainable development [submitted by the Group 77 and China originally on 19 January 2007 and revision submitted on 26 January 2007]
Support to Africa in Environmental Management and Protection [submitted by the African Group originally on 23 January 2007 and revision submitted on 26 January 2007]

Kindly note that the Committee of Permanent Reprehensive did not reach a consensus on all the decisions proposed, hence some decisions are still in
brackets.
