Human Rights Council urge UNFCCC to include human rights in new climate agreement

Open letter sent to the State Parties of the UNFCCC

The Human Rights Council has sent an open letter to the UN Framework Convention on Climate Change (UNFCCC) urging to include human rights protection in the new climate agreement.  The letter was sent on October 17 by 28 UN Special Rapporteurs and Independent Experts of the Council.

They state in their letter that ‘there can no longer be any doubt that climate change interferes with the enjoyment of human rights recognised and protected by international law’. The State Parties of UNFCCC should therefore adopt ‘urgent and ambitious mitigation and adaptation measures to prevent further harm’. 

The State Parties of UNFCCC will meet at COP 20 upcoming December  with the aim of adopting a new legal instrument at COP 21 which will take place in December 2015. The Human Rights Council wants to see that human rights will be integrated in all the aspects of climate change. The 2015 climate agreement should therefore include language ‘that provides that the Parties shall, in all climate change related actions, respect, protect, promote, and fulfil human rights for all’.
