Budapest: Sustainable Development Goals and Human Rights - The 8th Budapest Human Rights Forum

A group within the Hungarian Ministry of Foreign Affairs had the courage to convene the Human Rights Forum organised in the context of the Hungarian UPR (Universal Periodic Review) preparations for the 2nd report due in 2016 to the UN Office of the High Commissioner on Human Rights (OHCHR).
Hungarian foreign affairs officials dealing with human rights participated as well as the Hungarian Ambassador to UN NY, line ministries, NGOs, academics and human rights staff from other Eastern European governments.
The organizers invited OHCHR, WECF and the Danish institute to speak. Presenters included the OHCHR High Commissioner, Zeid Ra'ad Al Hussein; Maria Virginia Bras Gomes, Rapporteur for the Revised Guidelines for the International Covenant on Economic, Social and Cultural Rights; Eric Solheim, Chair of the OECD DAC; and Rita Izsak, OHCHR Special Rapporteur on Minority Issues. Hungary’s Ambassador to the United Nations, Katalin Bogyay, spoke on the importance of the 2030 agenda and the SDGs and their emphasis on a rights-based approach.
WECFs board member Gabriele Köhler stressed the importance of gender and human rights and the interdependence of gender equity, sustainable development and climate justice. In tune with WECF’s work, she also illustrated that participation & equity, as well as a democratic welfare state were crucial to achieving these goals.
Steven Jensen from the Danish Institute for Human Rights reported about the institute’s work on a rights-based approach to process and outcome indicators which they input to the Bangkok SDG indicators consultation. There is a move to combine reporting to the HR treaty bodies and the UPR with SDG indicator reporting, both to emphasis the rights principles and also to lessen the burden on countries where often the same staff have to handle a multitude of reporting commitments.
Looking at the current Hungarian humanitarian and human rights situation, this was a very important and interesting meeting.
