Towards Cancun
Civil Society organisations engage policy makers in a dialogue on effective climate programmes and policies for Central Asia – results of climate forum CAEFOCC II, Almaty, 11-12 October 2010

In total 56 participants from 14 countries from Central Asia, the European Union and other regions took part in the Climate Forum CAEFOCC II, in Almaty, on 11-12 of October 2010.
The forum was initiated by civil society organizations as a dialogue with policy makers to exchange experiences and perspectives on national and international climate change processes, bringing together representatives of key stakeholders of civil society organisations (CSOs), national government bodies, the European Union and international agencies. The conference was to a great extend chaired by the vice-minister of Environment of Kazakhstan, (see for more information the participant list).
The forum was characterized by very lively and open dialogue and discussions between representatives of environmental organisations, women organizations, youth organizations, United Nations organizations, Universities, and representatives of the governments of Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan and the European Union.
The forum addressed the UN Framework Convention on Climate Change negotiations, focusing on the role of Central Asian countries and the cooperation with the EU regarding climate change.
The forum greatly increased understanding of regional policies, international policies and potential solutions for a climate secure future in Central Asia (CA). Best practices on promoting sustainable and low carbon/low emission development were shared and priorities for climate adaptation measures for this highly climate-vulnerable region were discussed.
The forum also recognized the importance of cooperation and knowledge sharing, which is important for a cohesive and strategy of Central Asian countries towards Cancun and beyond and promote inter-regional knowledge sharing. A special focus was put on the role of women and gender aspects, as women are both key actors of change and among the most vulnerable groups affected by climate change. Concrete targets for assuring that women participate and benefit from climate protection programmes were proposed.

The Forum, this 2nd CAEFFOC, was initiated by civil society organisations and is part of a one-year project supported by the Federal German Ministry for the Environment, Nature Conservation and Nuclear Safety in the framework of the International Climate Protection Initiative (ICI), based on a decision of the German Parliament. Furthermore support for the Forum was received from ACT Alliance and Women in Europe for a Common Future (WECF) Empowerment and Local Action program funded by the Netherlands Ministry of Foreign Affairs.
Background:
The First Central Asian European International Forum on Climate Change was hold on 25-26th May, 2006 in Bishkek, Kyrgyzstan as dialogue platform for representatives of government, business and civil society from European Union and Central Asia. The Forum has been initiated by the Civic Environmental Foundation UNISON, Kyrgyzstan with support of the European Commission and VELUX Foundation under the auspices of the Ministry of Industry, Trade and Tourism of the Kyrgyz Republic.
